Will the govt regulations on Private Healthcare Insurance turn out like govt regulations banks for loans?

Imagine the government demanding a coffee house sell a 16 oz cup of coffee for $.50 and no more, and the cup costs $.55 to make. The company won't be in business very long; and then the government can step in and take over the coffee business and charge $2. It won't profit at $2 though it will actually cost the government $3.25 per cup and they'll have the tax payers pay up the ballance (or as in the past) just print it.
