Will carbon monoxide leak from my power vent water heater because i took off the pvc pipe?

the pvc pipe which lets the fumes leave my house i took the pipe off and let the fumes come into my house because the pvc pipe was to small and the fumes were coming back to the water heater and it was not heating up so im wondering if the carbon monoxide will come into my house
