Who's in control of how long questions are left up before SOMEBODY puts up the "Choose as Best Answer on"?

My best questions are up for scarcely more than half an hour, and have, if I'm lucky, only a couple of answers, before they're put to a vote. And I, for sure, NEVER put them to a vote. If I were at all paranoid, I'd think it was personal thing against me, on the part of SOMEONE, or SOME PARTISAN FACTION, in Yahoo! Answers. Do you think there could be a PARTISAN FACTION, behind the scenes, running things, in Yahoo! Answers? Hmmmmm.
