Is there any responsibility of Indian railway when train becomes late late and late, why no body is penalise?

It is painful that being one among biggest Railway service in the world, our trains often runs late and very late , schedules are made as a time table for trains for people conveniencebut it seems railway authorities are NOT (R) NOT botherd to run the trains in time , The announcement which is done at the railway stations is just bloody fun.and having no meaning , that the inconvinence caused in delay is regreted... If railaway can not manage to run the train in time ,they should stop the particular train..... not that for earning revenue u keep on increasing the number of trains but their schedule in not fixed and no body is penalised for the delay caused.....There is no ....any administrator sitting and having a watch over it's activity ??????? It,s really our bad luck to be bounded with such mismanaged admin.
